Polyfact vs Follaw.sv: two ways of doing public affairs monitoring
Follaw.sv and Polyfact address the same market — public affairs — but the two tools do not put their centre of gravity in the same place. Follaw.sv describes itself as « Votre veille institutionnelle et sociétale » ("your institutional and societal monitoring") and foregrounds listening to what stakeholders say, with a public price list that opens on a free plan, with no trial period advertised. Polyfact works the depth of the legislative file and adds a layer few tools exploit: sitting and committee video, transcribed and timestamped to the second.

How this comparison was built
Everything stated here about Follaw.sv comes from its public materials, consulted on 31 July 2026: the follaw.sv site (home page, blog, "Ils parlent de nous" press page, terms of sale) and the product page published by its publisher, Saper Vedere. Every cell in the table below points to a URL and, where a mention exists, to its quote reproduced word for word, original punctuation included; cells reading « non mentionné publiquement » indicate that no mention was found on those materials as of 31 July 2026.
Where a capability appears on none of those materials, we write « non mentionné publiquement » ("not publicly mentioned") and stop there. That is never an assertion of absence: a vendor may well offer a feature without documenting it on its website, and only a demo settles the question. Ask both teams for one before you decide.
Follaw.sv prices are reproduced exactly as displayed — their page states them inclusive of French VAT — and as of the date consulted. Price lists change: re-check them before signing. Polyfact does not publish prices, and this comparison puts forward none.
Follaw.sv: societal monitoring, entered through the free plan
Follaw.sv is published by Saper Vedere, a public affairs and communications consultancy and research agency, which presents it as the « première plateforme SaaS de notre Pôle Recherche & Développement » ("the first SaaS platform from our R&D division"). Its terms of sale carry the line « La date effective des CGV est le 1er octobre 2024. » ("the effective date of these terms is 1 October 2024"), and its press page cites coverage by Netsources / Bases dated 10 November 2021, which then described « une plateforme clé en main pour la veille sur les affaires publiques » ("a turnkey platform for public affairs monitoring"): the tool has therefore had a documented public existence since late 2021.
The product promise is explicit: « Plus qu'une veille institutionnelle : une veille sociétale » ("more than institutional monitoring: societal monitoring"). The vendor advertises « un suivi instantané de l'ensemble des informations législatives (amendements, questions, projets de loi, etc.) ainsi que des prises de parole de vos parties prenantes (ONG, fédérations professionnelles, associations, etc.) en lien avec vos enjeux » — instant tracking of all legislative information plus the public statements of your stakeholders — together with alerts « par email, Slack, Teams ou Telegram dès qu'une information vous concerne ».
The price list is displayed on the home page, under « Choisissez votre plan d'abonnement », and starts at zero:

Advertised content: « Plus de 800 veilles thématiques préconfigurées » (over 800 preconfigured topic watches), agendas of the Assemblée nationale, the Sénat, the President of the Republic, the Prime Minister and ministers, legislative files, questions, amendments and official reports, access to the JORF.
- Essentiel — « € 99 TTC par mois (facturé mensuellement) », « ou 999€ pour l'abonnement annuel ». Adds alerts, recaps, data export, mail sending, one custom watch and saved watches.
- Sociétal — « € 299 TTC par mois (facturé mensuellement) », « ou 2999€ pour l'abonnement annuel ». Adds a « Formation de 2 heures » (two-hour training), « Social media » and « Pétitions ».
What Follaw.sv documents publicly, and what it does not
Social media is the heart of the "societal" promise. Saper Vedere spells out its object: the tool « va bien au delà de la veille institutionnelle et réglementaire classique en fournissant un corpus large courant également les activités des personnalités politiques sur les réseaux sociaux » — it goes well beyond classic institutional and regulatory monitoring by supplying a broad corpus that also covers what political figures do on social networks. Human support is claimed alongside it: « Notre équipe peut vous aider à interpréter les données et à les convertir en stratégies efficaces », plus a two-hour training session on the Sociétal plan. For an organisation whose exposure is as much reputational as legislative, that is a coherent design choice.
Several building blocks one expects from a public affairs tool are, however, not described on the materials we consulted on 31 July 2026. Coverage of European Union institutions — Parliament, Commission, Council, EUR-Lex — is not publicly mentioned on follaw.sv as of 31 July 2026; the scope described publicly there is national. The same applies to video transcription, stakeholder mapping and press monitoring.
One clarification matters on video, because the confusion is easy to make: the free plan mentions « comptes-rendus », but those are the official reports published by the chambers themselves, not a transcript produced by the platform. We do not reclassify it. Finally, no artificial-intelligence capability is publicly claimed on those materials: the Essentiel plan speaks of « Récapitulatifs », with no mention of AI. Here too, this describes what the website states, not what the product contains.
Polyfact: depth on the parliamentary file, plus video (that's us)
Polyfact is an AI-powered public affairs monitoring platform: bill and amendment tracking, timestamped transcripts of debates, legislative alerts and stakeholder mapping, from the Assemblée nationale to Brussels. The collected scope covers the Assemblée nationale, the Sénat, Légifrance and the JORF, government ministries, French regulators and independent authorities — CNIL, ARCEP, ARCOM, the Autorité de la concurrence, the AMF, the CRE, the HATVP, among others — local authorities, EU institutions, the press and X.
Amendment tracking runs article by article: authors, co-signatories, status, successive versions, automatic grouping of amendments with identical provisions, export to Excel and Word. As of 31 July 2026, over one million amendments and more than four million documents are indexed. That depth serves one specific situation: on a contentious bill, several hundred amendments can land overnight, and you need to know which ones touch your article before the committee meets the next morning.
The video layer is our sharpest difference from the rest of the market. Over 27,000 institutional and media videos are indexed, more than 16,000 of them transcribed and timestamped; for the chambers alone, more than 17,000 videos from the Assemblée nationale, the Sénat and the European Parliament, over 10,000 of them transcribed. You search for a sentence, you land on the exact second, you copy the quote with its source: you cite the actual statement, not a corridor rumour.
Around that core: alerts described in plain language, briefings written and sent at the time and to the recipients you choose, a parliamentary agenda showing amendment filing deadlines, stakeholder mapping, the searchable HATVP register tied back to the policymakers you follow, and media monitoring built on Tagaday, read in the same feed as institutional activity.
Our coverage is partial, and we publish it: 60 institutions and sources connected out of 489 catalogued, across ten countries where we already collect. The coverage page shows, source by source, what is connected and what is not yet — the only honest way to check an advertised scope.
On pricing, the difference in method is real and it does not favour us if immediate transparency is your criterion: Polyfact has no self-service price list, the proposal follows a twenty-minute conversation about your scope, whereas Follaw.sv displays its three prices on its home page.

When to choose Follaw.sv
Follaw.sv has real strengths, and they do not reduce to price. The first is a frictionless entry point: a free plan with no trial period advertised, « Plus de 800 veilles thématiques préconfigurées », and three displayed prices you can compare without talking to a salesperson. For a small team, an association, a federation formalising its monitoring for the first time, or a budget that has to clear internal approval, that legibility is worth a lot — and Polyfact, which does not publish its prices, does not offer it.
The second strength is the societal positioning itself. If your exposure owes as much to public opinion as to the legislative calendar — an NGO campaign, a federation mobilising, a petition gathering signatures, political figures taking positions on social networks — then the corpus Saper Vedere describes is built for that use, and Polyfact offers no equivalent social listening.
The third is human support. There is a consultancy behind the tool, and the Sociétal plan includes a two-hour training session. If your team is small and would rather be helped to interpret the data than climb a platform's learning curve, that is a serious argument. Finally, pushing alerts to Slack, Teams or Telegram is a detail that matters when the whole team already lives in one of those channels.
When to choose Polyfact
Polyfact earns its place when the legislative file is the core of the job, not its periphery. Reading a bill article by article, grouping identical provisions, surfacing co-signatories and successive versions: all of it serves one precise situation — a contentious bill, several hundred amendments filed overnight, and a memo due before the committee opens.
It also earns its place when you have to cite. A position taken in committee at 11.40 p.m. appears in no press release: it is in the video. Being able to find it, timestamp it and copy it with its source changes what your deliverables are worth — you produce a memo that stands up in front of a board, a client or a journalist, not an unverifiable summary.
Three further cases tilt our way: a scope running from the Assemblée nationale to the European Parliament in a single query; a need for regular written output, with briefings drafted and sent automatically, every statement linked to its source; and consultancy work, where a separate monitoring profile per client keeps the files from bleeding into each other.
The reverse is equally true, and it should be said: if your main need is social listening, petition tracking, or simply starting at zero cost, Polyfact is not the right starting point.
