Polyfact vs Legiwatch: two AI monitoring tools, two different scopes
Comparison written by the Polyfact team — updated July 2026. Every statement about a third-party tool is sourced from that tool's own public materials.
Polyfact and Legiwatch are two French tools. Both are recent, both are built around AI, and both are sold on the same promise: a written answer in which every claim stays linked to its source. On paper they look alike. In practice they do not cover the same ground — and that scope, far more than the technology, is what should decide your choice.
Legiwatch describes itself as « L'IA spécialisée sur l'activité parlementaire française. Sourcée, vérifiable, française. » (the AI specialised in French parliamentary activity — sourced, verifiable, French) and describes what it indexes as « l'activité du Parlement français (Assemblée Nationale, Sénat) et son environnement réglementaire » (the activity of the French Parliament and its regulatory environment). Polyfact is an AI public affairs monitoring tool whose scope runs from the Assemblée nationale to Brussels, in text and in video: Assemblée nationale, Sénat, Légifrance, regulators, EU institutions, the press and X.
This comparison follows three rules. Everything written here about Legiwatch comes from their public pages, consulted on 31 July 2026, and every statement carries its quote. Where a capability appears nowhere in those materials, we write « non mentionné publiquement » (not publicly mentioned): that is never an assertion that the feature is missing. Finally, Polyfact appears in the same grid as Legiwatch, but we give ourselves no score — we describe, you decide.
What the two tools have in common
Before the differences, what genuinely looks alike. Both platforms index bills under discussion and amendments in the Assemblée nationale and the Sénat, transcribe session video, produce AI summaries, send configurable alerts and maintain stakeholder profiles. Both claim a sourced AI rather than a general-purpose assistant. Both address closely related teams: Legiwatch lists « cabinets d'affaires publiques, directions des relations institutionnelles, fédérations professionnelles, ONG, cabinets parlementaires, journalistes politiques et chercheurs » (public affairs consultancies, in-house government relations departments, trade federations, NGOs, parliamentary offices, political journalists and researchers); Polyfact serves the same roles, plus local authorities and public bodies.
Both are also young on this market. On 31 July 2026 Legiwatch's pricing page stated: « Lancée il y a 3 mois · plus de 30 structures nous utilisent déjà. » (launched three months ago, already used by more than 30 organisations) — while claiming, in its llms.txt file, earlier product history with Public Sénat, « après deux ans de co-construction » (after two years of joint development). Polyfact, for its part, publishes a verifiable coverage counter rather than named references. In both cases, seniority is not the argument: scope is.
One practical consequence: on a strictly parliamentary file — a bill, its amendments, its committee debates — both tools will deliver. So the useful question is not « which one is best », but « where does each one's scope stop, and do my files run past it? ».
- Amendments in the Assemblée and the Sénat: Legiwatch indexes « Texte intégral, exposé des motifs, auteurs, co-signataires, état (adopté/rejeté/retiré/non soutenu) » (full text, explanatory statement, authors, co-signatories, status) and claims « 163 500+ amendements indexés (AN + Sénat) » (per Legiwatch, June 2026). Polyfact tracks more than a million amendments, article by article, automatically grouping identical provisions.
- Video transcription: both transcribe sessions and attribute speech to the speaker — scope details are in section 4.
- Alerts: Legiwatch advertises « Alertes ciblées par dossier, personne, étape, mot-clé. Récap matinal à 7h et notification sous 30 min sur les nouveaux amendements. » (targeted alerts by file, person, stage and keyword; 7am morning recap and notification within 30 minutes on new amendments). Polyfact sends scheduled briefings, described in plain language, at the time and to the recipients you choose.
- Stakeholder mapping: Legiwatch advertises « 925 fiches parlementaires à jour : 577 députés + 348 sénateurs » (925 up-to-date member profiles) and a « Visualisation des proximités politiques et des cercles de co-signature pour chaque acteur » (per Legiwatch, June 2026). Polyfact offers stakeholder mapping, drawing notably on HATVP declarations.
- AI summaries: Legiwatch advertises « Résumés automatiques des dossiers législatifs longs : enjeux, positions, amendements clés. » (automatic summaries of long legislative files). Polyfact drafts briefings from what institutions actually produced, every line linked back to its source.
The comparison, criterion by criterion
The table below assigns no scores. Each Legiwatch cell reflects what their public pages stated on 31 July 2026; each Polyfact cell describes our product as shipped on the same date. Where their materials say nothing on a topic, the cell reads « non mentionné publiquement » (not publicly mentioned), which means exactly that: we found nothing, and we assert nothing.
One unit caveat before reading the Advertised scope row: « 60 sources branchées » counts institutions and sources in our own catalogue, whereas « 13 disponibles » counts feeds as defined by Legiwatch's Sources couvertes page — whose navigation elsewhere advertises « 23 flux indexés » (23 indexed feeds). The two figures do not compare term for term.

Source coverage: the real tipping point
Legiwatch publishes a remarkably transparent Sources couvertes page, with a status per feed: « Voici la liste complète des flux, avec leur statut transparent : 13 sont disponibles aujourd'hui (cœur parlementaire et Légifrance), 13 en cours d'intégration sur 2026 (extension réglementaire). Aucune source tertiaire, aucun scraping non autorisé. » (here is the full list of feeds with their transparent status: 13 available today, 13 being integrated during 2026; no tertiary sources, no unauthorised scraping). Few vendors go that far, and it deserves to be said: you know what is connected and what is not yet.
What that page says, concretely. Available: the parliamentary core (bills, amendments, plenary and committee reports, recorded votes, questions to the Government, reports, legislative agenda, member profiles), Légifrance consolidated texts, HATVP, radio morning interviews, client-defined press RSS feeds and the Les Tricoteuses open-source project, to which they contribute. Listed as « Roadmap 2026 », therefore not yet available on the date we checked: the conseil des ministres, the Journal officiel, implementing decrees, the CNIL, ARCOM, the AMF, the ACPR, the ANSM, the HAS, the Autorité de la concurrence, the Conseil constitutionnel and the Conseil d'État.
No European Union source appears on that page, neither as available nor on the roadmap. As of 31 July 2026, Legiwatch's European coverage is therefore not publicly mentioned, and their own scope description covers « l'activité du Parlement français (Assemblée Nationale, Sénat) et son environnement réglementaire ». Their site does publish guides about Brussels and the European Parliament; those pages are editorial and do not appear in the list of indexed sources on their Sources couvertes page.
On the Polyfact side, coverage is public and verifiable line by line: 60 institutions and sources connected out of 489 catalogued, displayed on our coverage page. It includes the Assemblée nationale and the Sénat, Légifrance, eleven ministries, eight authorities and regulators, local government, the European Parliament, the European Commission and the Council of the European Union, the press and X. We claim no exhaustiveness: 60 out of 489 is written on the page, and that is precisely what makes the figure usable.
So the decision comes down to one question. Do your files stop at the French Parliament? If they do, the scope gap will weigh little in your decision. If a text starts in Brussels, if a decision lands at a regulator, or if you need to know the same day what the press is saying about it, check the availability date of every source before signing — on both sides, and not just the sales promise.
Parliamentary video: where the two look most alike
This is the axis on which Legiwatch is the closest competitor to Polyfact, and there is no reason to hide it. Their homepage states: « Toutes les vidéos AN et Sénat transcrites automatiquement. Chaque intervention est reliée au profil parlementaire concerné. Recherche par citation, extraits copiables, attribution précise à l'orateur. » (all Assemblée and Sénat videos automatically transcribed, each intervention linked to the member's profile, quote search, copyable extracts, precise speaker attribution). They claim « 12 000+ heures de séance transcrites par an avec attribution IA » (per Legiwatch, June 2026), live transcription — « Récupération et transcription en temps réel des vidéos AN et Sénat, avec alertes mots-clés sur le live. » — and an AI-produced report « quand le compte rendu officiel n'existe pas encore » (when the official record does not exist yet). That is a serious capability.
Polyfact indexes more than 17,000 videos from the Assemblée nationale, the Sénat and the European Parliament, over 10,000 of them transcribed, inside a wider corpus of more than 27,000 institutional and media videos of which more than 16,000 are transcribed (checked on 31 July 2026). Every transcript is indexed by speaker and timestamped to the second: search for a sentence, land on the exact second, copy the quote with its source. You cite the actual statement, not a corridor rumour.
Two reading precautions are in order. First, the volumes published on either side are not comparable: hours transcribed per year on one side, a number of indexed videos on the other. Putting them side by side would create a false equivalence, and we decline to do it. Second, the dimensions you can genuinely verify in a demo lie elsewhere: which chambers are covered, how far back the archive goes, at what timestamp granularity, and live or after the fact.
On those dimensions the comparison becomes factual. On chambers, Legiwatch's public materials advertise the Assemblée nationale and the Sénat; Polyfact adds the European Parliament, along with authorities and part of the media. On live coverage it is the other way round: Legiwatch advertises real-time transcription, which our public materials do not claim — our promise covers the archive, search inside speech, and timestamping to the second.
Pricing: a public grid on one side, a tailored proposal on the other
Legiwatch publishes its prices, which remains rare on this market and makes a buyer's job easier. On 31 July 2026 their pricing page displayed three plans: Solo, « 450 € / mois » for one seat; Équipe, « 380 € / mois / siège » for two or three seats, i.e. « 760 € (2 sièges) · 1 140 € (3 sièges) »; and Illimité, « Sur devis » (on quotation), for unlimited seats. The advertised terms are « Engagement mensuel souple. Deux mois offerts en annuel. » (flexible monthly commitment, two months free on annual), with the annual commitment corresponding, per their FAQ, to « 10 mois de facturation pour 12 mois d'utilisation » (10 months billed for 12 months of use). The page does not state whether these amounts exclude VAT.
Two elements are worth flagging because they directly benefit some readers. The banner on the same page advertises a « Démo personnalisée de 30 min , puis un mois d'essai gratuit sur toutes les formules. Engagement souple, sortie par simple mail. » And the page provides for special terms for researchers and media: « Pour les travaux académiques éligibles (thèse, post-doc, équipe de recherche universitaire), l'accès peut être gratuit. Pour les médias indépendants, les rédactions et les associations d'intérêt général reconnues, des conditions adaptées sont possibles. » (eligible academic work may get free access; independent media, newsrooms and recognised public-interest associations may get adapted terms).
Polyfact publishes no price list. There is no self-service rate: we set up a twenty-minute conversation to understand the scope — sources to connect, volumes, number of users, export and distribution needs — and then send a proposal. Better to write that plainly than to dress it up: if your first criterion is comparing two published prices in one minute, Legiwatch gives you that information and we do not.
One precaution applies to both sides: price lists move, especially at recent vendors. The one quoted here was recorded on 31 July 2026 on Legiwatch's pricing page. Check it at the source before any purchase decision, and ask in writing exactly what each seat covers.
When to choose Legiwatch
There are situations in which Legiwatch is the better choice for you, and it would be dishonest not to name them. The points below are their real strengths, as they document them publicly.
- Your scope is strictly the French Parliament. That is their declared specialism — « L'IA spécialisée sur l'activité parlementaire française » — and their Sources page confirms it: the parliamentary core and Légifrance are available today.
- You want a published price and a short commitment. « 450 € / mois » for Solo, « 380 € / mois / siège » for Équipe, an « Engagement mensuel souple » and exit « par simple mail » (by a simple email): you can build a budget without going through a sales cycle.
- You work alone, or in a team of two or three. Their per-seat model is calibrated for small structures, with a Solo plan for one user and an Équipe plan for two or three users including « Espaces de travail partagés » (shared workspaces).
- You work on live proceedings. They advertise real-time transcription with keyword alerts on the live stream, and an AI transcript of the record « quand le compte rendu officiel n'existe pas encore »: for a parliamentary assistant or a political newsroom, that is a concrete advantage.
- You also want human consulting. Per their llms.txt file, « Legiwatch Advisory » offers a « Réseau d'experts seniors en affaires publiques. Audit, cartographie d'influence, formation IA, lobbying ciblé. » Polyfact sells software only.
- You are a researcher, an independent media outlet or a public-interest association: they advertise potentially free access for eligible academic work and adapted terms for recognised newsrooms and associations.
- Sovereignty is a formal criterion in your tender: in their llms.txt file they claim « Hébergement OVH France (migration depuis AWS achevée fin 2024), IA Mistral, 95 % code open source, IA sans hallucinations, RGPD » (French OVH hosting, Mistral AI, 95% open-source code, no hallucinations, GDPR); their Sécurité page words it as « Près de 95 % de notre code est open source » (close to 95% of our code is open source). Like any vendor claim — including ours — it should be confirmed contractually.
When to choose Polyfact
Symmetrically, here are the cases where we believe we are the right tool. Each of these points can be verified in a demo, and we would rather you verified them than took our word for it.
- Your files cross the border. The European Parliament, the European Commission and the Council of the European Union are among our 60 connected sources; on the Legiwatch side, no European source is listed on the Sources couvertes page as of 31/07/2026 — status « non mentionné publiquement » (not publicly mentioned).
- The debate itself is your raw material. More than 17,000 videos from the Assemblée, the Sénat and the European Parliament, over 10,000 of them transcribed, indexed by speaker and timestamped to the second, inside a corpus of more than 27,000 institutional and media videos.
- You need regulators now. ARCEP, ARCOM, CNIL, AMF, Autorité de la concurrence, CRE, Autorité de régulation des transports and HATVP are connected; several of those authorities appear under « Roadmap 2026 » on Legiwatch's Sources page, meaning announced and not yet available as of 31/07/2026.
- You follow the press and X in the same feed as official texts, without switching tools or stitching the pieces back together by hand.
- You work on the text article by article. More than a million amendments tracked, automatic grouping of identical provisions, impact qualified by AI, Excel and Word exports.
- You want to audit coverage before you buy. Our coverage page shows 60 connected sources out of 489 catalogued, institution by institution — including what is not connected yet.
Our limits, and how to redo this comparison yourself
Three limits on our side, stated plainly. Our coverage is partial and we display it: 60 institutions connected out of 489 catalogued. We do not publish prices, which is a real friction if you are running a procurement on published rates. And we publish no named customer references, where Legiwatch cites Public Sénat in its llms.txt file: « La chaîne parlementaire publique utilise Legiwatch en rédaction depuis 2026, après deux ans de co-construction. » (the public parliamentary channel has been using Legiwatch editorially since 2026, after two years of joint development). On that last point, we have nothing to put up against them.
A comparison is only worth as much as its reproducibility. Finally, four questions to ask both vendors on demo day: which sources are connected today, and which are merely announced? How far back does the video archive go, and to what granularity can you quote? What exactly is included in the price, seat by seat? And what happens when the AI's answer does not cite its source? A vendor that answers those four questions precisely deserves your attention, whatever its name.

This is a « not publicly mentioned » status: we record the absence of any mention in their materials, we do not assert that the capability does not or will not exist. In principle, none: both produce an AI transcript, attributed to the speaker and quotable. The verifiable differences are about scope and mode. Legiwatch advertises « Toutes les vidéos AN et Sénat transcrites automatiquement » as well as real-time transcription with keyword alerts on the live stream. Polyfact indexes more than 17,000 videos from the Assemblée, the Sénat and the European Parliament — over 10,000 of them transcribed — inside a wider corpus of more than 27,000 institutional and media videos, with timestamping to the second. Careful: the volumes published on either side are not expressed in the same unit (hours transcribed per year versus indexed videos). Do not compare them directly; compare the chambers covered, the depth of the archive and the granularity of citation.
